Certification

According to Russian laws, all foreign-produced goods entering the Russian Federation must meet international quality standards and are therefore subject to certification. A copy of the relevant certification document must travel with any goods crossing the Customs Union borders; without one, the goods may not be moved inside the Customs Union. A product that has undergone expert assessment and certification, evidenced by the GOST R Certificate of Conformity, will not face any difficulty with customs clearance.

Under the GOST R system, certification is mandatory for goods and services which may have an effect on human safety; these goods/services require a Compulsory Certificate of Conformity or Declaration of Conformity. The list of such goods/services is updated once a year.

The list of products subject to compulsory certification in Russia was approved by Russian Federation Government Act №982 of 1 December 2009 (amended on 18 July 2011). Information on products that require compulsory certification of conformity under customs procedures involving possible alienation or use in the Russian Federation Customs Territory, with codes as per the Customs Union Product Classifier for Foreign Economic Activities, was prepared by the Federal Agency for Technical Regulation and Metrology (Rostekhregulirovanie) and the Federal Customs Service of Russia in compliance with Clause 3 of the Resolution of the Russian Federation Government № 982 (01 December 2009) “On approving the List of Certifiable Products and the List of Products Requiring Declaration of Conformity”.

Used goods are not liable to certification; however, they do require Chambers of Commerce approvals. The time required to issue a Certificate of Conformity depends on the availability of earlier certificates in the given certification area as well as on the product type, quantity of goods (batch, contract, serial production) and any specific features of the product.
